Shibuichi nanako fuchikashira signed "Otsuki Mitsuyoshi", decorated with Ryuko (tiger and dragon) and Kamon.
Mitsuyoshi was a third master of Otsuki School. Born 1747, died 1816.
Base metal is shibuchi with a very high silver content, that is why it is silver/greyish. We are much more used to seeing shakudo nanako items that are black, and so at first this one might look strange.
Signature and Kao are almost identical to one of the examples from "Toso Kodogu Meiji Taikei". Fuchi itself looks very similar.
